The Offence

All Licenses issued to drive either a Private Hire Vehicle or a Taxi remain the property of the Issuing Authority at all times and must be returned to them when the Licence has expired and is not renewed or where the Licence is suspended or revoked.

Do I need an NIP (Notice of Intended Prosecution) for offences relating the Failure to Surrender the License?

No, there is not a requirement for an NIP for offences relating to this offence.
