The fines, currently £60, may increase to between £80 and £100 for certain offences such as speeding, not wearing a seatbelt and mobile phone use whilst driving. The exact amount will depend on a detailed assessment of what effect the increases would have on payment rates. It is thought that the current fine level for motoring offences has not increased in relation to other areas such as disorder, thus trivialising road traffic offences.

The full report can be found here: http://www.dft.gov.uk/pgr/roadsafety/strategicframework/

The changes will make the process more efficient and less time consuming for the Police to enforce. Offences such as tail-gating or undertaking would be classified as a fixed penalty careless driving offence under the new scheme. more serious careless driving offences will still go to court. The fine is expected to be in the region of £80 to £100.

The measures are part of a larger review by the Department for Transport and the road safety strategic framework.

Boris Johnson was hopeful that the Government would recoup the fines from America when they changed their London ambassador. The US still refuses to pay for the fine, saying that it is a tax which is ignored under certain diplomatic treaties. The US is not alone in their congestion charge debt. Russia owes £2.6 million, Japan £2.3 million. British officials in the states still have to pay their road tolls.

The fines for passengers not wearing a seatbelt and motorists altering the lettering on their number plates has risen from £30 to £60. The rise has come about from Police anxiety that occupants in a vehicle aren’t wearing a seatbelt and that some car owners are using black tape to change their number plates.

The blunder identified the location of a speed camera wrongly on the legal paperwork which effectively means every ticket issued (nearly 25,000) since the order was drafted is invalid. The Partnership will refund fines and remove penalty points on licences as far back as 10 years. The error was discovered when a lorry driver challenged his ticket in court.
