<p>The move, which is hoped will mean learner drivers get a better understanding of driving theory, means that the once published questions will no longer be published and learners will have to rely on gaining a fuller knowledge of theory rather than relying on learning which answer is correct for each question.</p>
<p>In addition the new theory test books have new exercises and revision support with new sections for motorcyclists and a free e-book for car drivers.</p>

<p>if a vehicle is found to be without a licence plate then &#8220;An offense under this section is a misdemeanour punishable by a fine not to exceed $200.&#8221; This makes it unclear to law enforcement as to whether they can impose a fine for not displaying a licence plate. This remains in force until a review in January 2013 unless they choose to review it earlier.</p>
<p>Note that in the UK it is still an <a href="http://www.motordefenceteam.co.uk/offence-guide/number-plates.htm">offence not to display a number plate</a>, punishable by a fine of up to £1,000.</p>

<p>The survey of over 8,000 young people also revealed that nearly 60% had feared for their lives when in a vehicle driven by one of their friends. <p>Advice comes in the form of four key areas by being informed, prepared, aware and wise.</p>
<h3>Be Informed</h3>
<p>Check weather and travel updates to properly plan your journey to take into account problems on the road network which will put more time on your journey</p>
<h3>Be Prepared</h3>
<p>Check that your vehicle is ready for winter driving by checking anti-freeze, lights, battery and tyres. Keep an emergency kit in your vehicle; include things like an ice scraper, torch, blankets, jump leads, a road map and first aid kit.</p>
<h3>Be Aware</h3>
<p>Advice for driving carefully and adjusting your driving style to match those of the surrounding conditions, for example driving up a hill and keeping a steady speed and perhaps considering delaying a journey to allow time for salt spreaders to get onto the roads.</p>
<h3>Be Wise</h3>
<p>Watch out for changes in the road where there may be formations of ice and more specific tips on driving in Fog, snow, rain and windy weather</p>

<p>The new offence will have a maximum sentence of 5 years in prison and will allow courts to punish offenders who cause serious injury to others. The maximum sentence for causing <a title="Death by Dangerous Driving" href="http://www.motordefenceteam.co.uk/offence-guide/death-by-driving.htm">Death by Dangerous Driving</a> is 14 years.</p>
<p>The new offence will be included in the Governments Legal Aid, Sentencing and Punishment of Offenders Bill.</p>

<p>9% of the respondents admitted that they even surfed the web whilst at the wheel. A 2009 American study revealed that drivers are 23 times more likely to cause a crash if driving whilst distracted by texting. An Ofcom report has also warned about phone addiction with some users not being able to go without checking their phone for short periods of time.</p>
