London councils to fine littering motorists

New powers have been granted to London councils for them to fine drivers who throw litter out of the vehicle window

Vehicle owners, who litter even if it was a passenger in the vehicle that threw the rubbish, will face Penalty Charge Notices and fines of up to £100. Aided by London’s network of CCTV cameras they will be able to trace vehicle owners through number plates.

Keep Britain Tidy, a campaign group setup to raise awareness of littering, found that 1 in 5 people admitted to throwing litter out of the car window.
